The take-aways are that actual frequency ranges have not changed in 30 years. Modes have gone from analog single-channel FM, to digital spread spectrum with encryption for high-tier users. Non-state users lacking a sponsor are mostly still stuck in the 1980s as a Baofeng UV-5R isn’t much different than the Icom, Yaesu, and Kenwood HTs  they used down south back then, just less rugged and built cheaper.
